Comments submitted at least one hour prior to the start of the meeting will be forwarded to the Board of Directors prior to the meeting start. Those received after this time will be shared with the Board members after the meeting.

The RBRA encourages that comments be submitted in advance of the meeting. Those members of the public using the Zoom video conference function who wish to comment on an agenda item for public comment may write “I wish to comment” in the chat section of the remote meeting platform, or click on “raise hand” when that item is underway. Those members of the public attending by telephone who wish to comment should press *9 on their keypad. The Clerk will unmute the speakers one at a time at the appropriate time for public comment.

4.1    Approve Minutes – April 13, 2023
4.1.1 DRAFT Minutes – April 13, 2023

Recommend Approval.

4.2  Outreach and Education; Contract Addendum with Progress Public Affairs.

Receive report on amending the existing Progress Public Affairs contract to extend the term one year to June 30, 2024, and increase the contract amount by $90,000 for public outreach and education.  STAFF REPORT

Recommendation: Approve a one-year contract extension and Resolution 23-08 with Progress Public Affairs as consultant to Richardson’s Bay Regional Agency for public outreach and education and authorize the Executive Director to execute a contract addendum with a termination date of June 30, 2024, and an additional $90,000 for FY24, with all other terms and conditions remaining unchanged.

4.3  Regional Government Services, Resolution 23-09 Adopting FY24 Budget Allocation.  STAFF REPORT

5.  DISCUSSION:

5.1 Fiscal Year 24 Final Budget Approval

Recommendation: Staff recommends this Board consider the Final Budget for FY 24, and after discussion and public comment, approve Resolution 23-10, adopting the Final Budget for FY 24.

5.2 Notification of Notice of Award and approval of Resolution No. 23-11 accepting an award from the US Environmental Protection Agency (EPA) San Francisco Bay Water Quality Improvement Fund (SFBWQIF) in the amount of $2,782,586.00, and Budget Amendment #1 to FY24 budget, for purposes of restoring at least 15 acres of eelgrass in Richardson Bay, and associated outreach, education, and habitat monitoring activities.  STAFF REPORT
